As a service to constituents from West VIrginia, I will send a U.S. flag that has been flown over the U.S. Capitol to those West Virginia constituents who request one. Many constituents request flags for ceremonial or other purposes. If you desire, a flag can be flown over the Capitol on a specific date.
Option 1 (simplest and fastest method)
Click here to order and pay for a flag online. You will be directed to Senator Capito's Pay.gov website, which is a payment processing website run by the U.S. Treasury Department. Here, you will be able to enter your order request and shipping information and have the choice of a variety of electronic payment methods.
If you prefer to mail in your request along with a payment, please follow the below instructions and complete the form below. NOTE: Because mail screening procedures delay the arrival of mail sent to the Capitol complex, please allow 10 business days for your mail to arrive at our Washington Office.
Please complete one form per flag requested. If you would like your flag flown over the Capitol, you must submit your request at least four weeks prior to your desired flying date. After completing the required fields below, click on the “Submit” button at the bottom of the page. A PDF document will appear with the information you have provided. Please print and mail this PDF document along with a money order or check payable to the “Keeper of the Stationery.” Mail the PDF document and money order or check to:
Keeper of the Stationery
c/o U.S. Senator Shelley Moore Capito
172 Russell Senate Office Building

If you have any questions, please contact our Flag Coordinator at (202) 224-6472. Please note flags are mailed within one month of the date they are flown over the Capitol.
