A new federal law signed on July 4th aims to expand support for American families by improving access to childcare, increasing tax relief for parents, and introducing new education options.

Senator Shelley Moore Capito (R-WV) called the legislation, officially known as the One Big Beautiful Bill, a “family bill” that addresses key needs for children, working parents, and employers.

“For West Virginians, especially, this bill puts more money in pockets and helps more children access care,” Capito said. “More than 25,000 children under the age of 6 in West Virginia need child care and don’t have it.”

Key Provisions for Families

The law expands several existing programs and introduces new ones designed to ease financial burdens and improve opportunities:

  • Child and Dependent Care Tax Credit (CDCTC): Increased to help working parents pay for childcare.
  • Employer-Provided Child Care Credit (45F): Enhanced to support businesses that offer childcare services for employees.
  • Dependent Care Assistance Plans (DCAP): Expanded to allow more parents to set aside pre-tax income for childcare expenses.
  • Workforce Pell Grants: Now available for short-term certificate programs, giving students access to career training that was previously ineligible for federal aid.

Broader Impact

Childcare advocates say the law represents meaningful progress. Sarah Rittling, executive director of the First Five Years Fund, said the changes will help address both affordability and access.

“These updates allow families to better manage childcare costs and give employers tools to help,” Rittling said. “We appreciate Senator Capito’s leadership on this issue.”

The One Big Beautiful Bill was passed with support from both chambers of Congress and is part of a broader effort by Republicans to promote family-centered policies.
