CHARLESTON, W.Va. – U.S. Senator Shelley Moore Capito (R-W.Va.) today congratulated Keith Richmond for being appointed to the role of Farm Service Agency (FSA) State Executive Director for West Virginia. The announcement was made by U.S. Secretary of Agriculture (USDA) Secretary Brooke Rollins.
